Claim Your Telephone Tax Exemption

I hope someone with more tax preparation experience than I have can tell me where I stand.

It seems that the IRS has continued to tax consumers the 3% federal excise tax even though it was supposed to have been stopped March 2003. So, for your 2006 return, you should be able to claim a refund between $30 and $60.

Here comes the part where I wonder how this affects me. I dropped my land line in 2004—September I think, possibly October. And I’m not sure whether cellular lines are included. Assuming, for the moment, that it does not, and that I only used a land line for a year and a half of the period in question, how much can I claim?
